Ryan began his law enforcement career with the Riverside County Sheriff’s Department in 1995. There, he worked assignments in jail operations, and patrol. As a patrol deputy, he was a field training officer, worked problem-oriented policing, and spent over 13 years as a Sheriff’s Investigator, ascending to the rank of Master Investigator.

As a Sheriff’s Investigator, Ryan worked assignments in persons/property crimes, and major narcotics as a cross-sworn federal task force officer with DEA. He completed his last seven years as a member of the Sheriff’s Central Homicide Unit. Through his investigative assignments, Ryan has led well over 200 criminal investigations ranging from complex death investigations, officer-involved shooting investigations, in-custody death investigations, and sensitive internal criminal investigations. In addition, he has overseen the processing of over 120 crime scenes utilizing various evidence collection techniques and the requisite investigative tools (e.g., laser measurements, crime scene reconstruction, and drone digital video).

In 2014, Ryan joined the Riverside District Attorney’s Office - Bureau of Investigation. There, he worked on assignments in domestic violence and major crimes before ascending to the rank of Supervising Investigator.

As a supervisor, Ryan developed and oversaw the creation of the Regional Cold Case Homicide Team. There, he led the efforts to identify, manage, and enhance investigations of unsolved violent crimes by building collaborative relationships with allied law enforcement agencies state and countywide. In addition, Ryan was responsible for developing the Bureau’s cold case investigations protocol, researching, and writing federal grant-funding opportunities, and providing foresight into new investigative techniques to identify and prosecute suspects using DNA (e.g., Forensic Genetic Genealogy).

Ryan was also charged with the implementation and oversight of the Countywide Force Investigation Team (FIT). As the supervisor of the OIS-Force Investigation Team, He led the District Attorney’s Office response to all officer-involved critical incidents involving police major use of force incidents, with the principal task of the OIS investigation and or In-Custody Death investigations for investigative oversight and potential criminal culpability on the part of the involved subject officers. Ryan has testified as an expert in police use of force incidents in both state and federal court proceedings, and he holds an Advanced Force Science Analyst certification for the Force Science Institute.

Ryan is a military veteran with over three decades of honorable service in the United States Army and Army Reserve, ascending to the rank of Division Command Sergeant Major. He has held every leadership position through the years and has served in various assignments both overseas and stateside, including combat tours in Afghanistan, Iraq, and Africa.

Lastly, Ryan is currently an Associate Professor of Criminal Justice, at Cerritos College. There he instructs various college-level courses ranging from the Introduction to Criminal Justice to the concepts of Criminal Law and Evidence. He maintains an active role in a number of professional associations, and he has been a guest speaker for several professional forums throughout the years.
